A possible explosive device was detected in a passenger’s baggage at 10:25 a.m. Dec. 13. The U.S. Navy Explosive Ordnance Disposal unit responded to conduct inspection. They secured and encased an inert training device. An inert training device can be described as a display model used for instruction and education purposes and cannot be fired. According to Rolenda Faausuamalie, airport marketing administrator at Guam International Airport Authority, “the passenger was not in the military or part of any law enforcement agency.” As a precautionary measure, people in the airport terminal were advised to vacate the west side of the airport. The "All Clear” notice was issued at 12:58 pm and normal airport operations resumed.
