He raised the issue of whether the island needs the number of schools it has as the Guam Department of Education population has fallen to about 27,000. “I think all of you now know how much it costs to build high schools,” Cruz said. The Simon Sanchez High School cost is estimated at $166 million. Cruz also mentioned how many Government of Guam agencies are not prepared for their audits or follow audit procedures.
