Ten companies out of 20 that applied have been awarded another lucrative military construction contract for work in Guam.
AIC International Inc. of Agat, Environet Inc. of Kamuela, Honolulu, Fargo Pacific Inc. of Tamuning, InfraTech International LLC of Harmon, Modern International Inc. of Barrigada, Pacific Rim Constructors Inc. of Dededo, Reliable Builders Inc. of Tamuning, Serrano Construction and Development Corp. of Barrigada, Techni-Con of Mangilao, and Weldin Construction LLC of North Las Vegas, Nev., have been awarded an indefinite-delivery/indefinite-quantity, historically underutilized business zone, multiple award, design-build construction contract with a ceiling of $700 million to perform “design and build, minor construction, facility, and real property repair and alteration projects on an as-needed basis,” according to a Nov. 27 release from the U.S. Department of Defense. These companies will compete for task orders.
“The primary work will consist of multiple disciplines in general construction categories for on-base facilities located on Andersen Air Force Base and at Northwest Field” on Andersen, according to the release. Work is due to be completed by November 2028. If an option is exercised, work will continue until November 2030. “This contract was competitively procured via the System for Award Management Contract Opportunities website with 20 proposals received,” according to DoD, and was awarded by the 36th Contracting Squadron at Andersen.
Modern International Inc. was awarded a $1.92 million task order for the heating, ventilation, and air conditioning repair of the Precision Measurement Equipment Laboratory Building 17000 at Andersen. That work is due to be completed by June 2025. The first project awarded on such contracts is also known as the “seed project.”
Of the 10 companies, several are significant players in the regional construction industry.

Other companies may not be so familiar to Journal readers.
Environet Inc. was established in 1995 and is a Veteran-Owned, U.S. Small Business Administration certified HUBZone firm with offices in Guam, Honolulu, and Colorado, according to its website. Environet opened its Guam office after award of an IDIQ contract for “munitions response and incidental environmental remediation services, including ordnance work such as “munitions and explosives of concern” or MEC, at Navy and Marine Corps installations and other government agencies in Guam and the Pacific region (to include Saipan in the Northern Mariana Islands and Yap in the Federated States of Micronesia).
Weldin Construction LLC was founded in 1991 and according to its website specializes “in commercial and industrial construction in remote locations with challenging logistical requirements.” According to its site, Weldin has projects in Guam, Wake Island, and Johnston Atoll, and is certified under the SBA the HUBZone program” with more than 25 years of experience. Weldin’s headquarters are in Alaska, and it is a North Wind company. According to Journal files, North Wind is a wholly owned subsidiary of Cook Inlet Region Inc., an Alaska Native Corporation, and has a Guam office.
In other Guam MilCon news, Pacific Federal Management Inc. was awarded a $12.3 million “firm-fixed-price, indefinite-delivery/indefinite-quantity modification” to a previously awarded contract to exercise Option Period Four for grounds maintenance and tree trimming services at Naval Base Guam (70%) and Andersen Air Force Base (30%).
According to a U.S. Department of Defense release of Nov. 28, this award brings the total cumulative value of the contract to $63.5 million. Work is expected to be completed by November 2024. The award was made by Naval Facilities Engineering and Systems Command Marianas. mbj
