
MANGILAO, Guam — The University of Guam has earned the Platinum Award in the Association of Government Accountants Guam Chapter’s Excellence in Citizen-Centric Reporting competition for its Fiscal Year 2024 Citizen-Centric Report.
This marks the second consecutive year that the university has received the chapter’s highest honor for transparency and public accountability.
The accolade recognizes the institution's effectiveness in presenting operational and financial data clearly to the public.
Established under Guam Public Law 30-127, the citizen-centric reporting initiative requires local government agencies to compile concise, reader-friendly summaries detailing organizational goals, performance metrics, financial conditions, and stewardship of public funds. The award was officially presented during the association's general membership meeting on June 24 at the RIHGA Royal Laguna Guam Resort.
The university’s winning report outlines its core mission, institutional performance, and future outlook, highlighting its continued recognition by U.S. News & World Report as a top public school and regional university in the West, along with sustained growth in research funding.
Anita Borja-Enriquez, president of the University of Guam, stated that the distinction reflects a commitment to transparency, accountability, and responsible stewardship of public resources. Enriquez noted that securing the award for a second consecutive year affirms the university's dedication to serving the community with integrity. The development of the compliance document was led by Abigail Martin, comptroller of the University of Guam, and Elsa Flores, associate comptroller of the University of Guam.
Artemio Hernandez, vice president for administration and finance and chief business officer of the University of Guam, credited the achievement to a broad collaborative effort across the institution, emphasizing that the public deserves clear and accessible financial reporting. mbj
